Garphil Julien, Policy Lead, PowerLines
Garphil Julien is a Policy Lead at PowerLines where he helps develop state and federal policies promoting affordability and grid modernization in the utility industry as well as PowerLines' partnerships with stakeholders in the commercial and industrial sector. Prior to PowerLines, Julien served in the Biden Administration as a Policy Advisor at the National Economic Council working to implement the administration's industrial and supply chain strategy related to energy and critical materials. Julien has also worked at Cornell University's Labor and Industrial Relations School as Research Faculty, developing policy strategies to facilitate the growth of clean energy technologies and help transition union workers into the industry. From 2019 to 2022 Julien worked as a Researcher at the Open Markets Institute, focusing on supply chains, global trade, and competition policy. He is currently a Fellow at the Open Markets Institute.
